Document Signed - A certificate for $ 568.96  dated January 1, 1872 issued by the Commonwealth of Pennsylvania to William McLellan, Attorney for Joseph Deckelmyen for "damages sustained by citizens of Pennsylvania during the late rebellion and payable only when said claims shall be paid by the U.S. Government".  Unfortunately the Federal Government never provided funding and these certificates became worthless.
Signed by Union Generals John W. Geary as Governor and John F. Hartranft as Auditor General.
