In full:
"Dear Benet I received your letter this morning. I went to
Col (Samuel) Cooper at once and told him you did not want to be
detailed for service on the coast survey, he said he would inform
the Secy., and felt since you would not be detailed, as it was the
wish of those in charge of the business, not to have any officers
detailed who were not willing to enter on the work. I don't
think Craig's opposition to you joining me has anything to do with
this detail, as (?) you (?) of for this work a month or two ago.
